Plans only dimensions, they are not build methodology. People build daleks (and Davros chairs) from a multitude of different materials including fibreglass, MDF, plywood etc. so materials thicknesses can vary.

It is up to you to decide what materials are appropriate for your skills and your budget and work from there. Generally, skirt panels can be quite thin (4mm MDF for example), while the frame sections should be more substantial and made from stronger materials such as plywood. Don't forget to subtract the thickness of your materials from the dimensions, where appropriate (upper and lower horizontal sections and suchlike).

There is lots of information in the various dalek build diaries about skirt construction methods which is equally as valid for putting together the Davros chair.
